04:53Ayn Zouzi, this week, African leaders met at the UN General Assembly.

05:01In essence, what do you think of their speech?

05:07It is a convenient exercise.

05:09Each year, we have the right to almost the same interventions,

05:13except that they are, let's say, updated, given the legitimate concerns of each state.

05:18Each head of state is obviously keen to decline the concerns that are theirs

05:23in a context, it must be remembered, a very fragmented geopolitics.

05:28The tenor of this year is very particular, obviously,

05:31with the American proposal to include two African countries in the Security Council.

05:38We will come back to this.

05:39Africa wants and demands permanent seats in the UN Security Council.

05:46Does this long-awaited reform have a chance to succeed today?

05:52It will depend on the state of mind of those who have taken the initiative.

05:56Africa must not be a variable of adjustment,

05:59allowing certain powers to rebalance a balance of power that would not be favorable to them.

06:06Africans must be able to choose their representatives,

06:12but they must also be able to have a veto right.

06:15It is not a question of accepting an entry to the Security Council at random.

06:19This would only create a third category next to permanent members.

06:24Non-permanent members would have permanent members without a veto right.

06:29The idea is now approved by the United States.

06:32You said that they agree that Africa should have two permanent seats,

06:37but without a veto right.

06:38In the end, this will not do much good.

06:42No, it will not do much good.

06:44We are still in the symbolic phase.

06:45But what I find insulting is to propose this entry without a veto right.

06:51This means that we will not really consider the way of Africa,

06:55which should have the same deliberative weight.

06:58The other question is to know what other emerging powers will do.

07:02For example, you should know that at the moment,

07:05within the Security Council, you have two permanent members who belong to the BRICS.

07:10You have three of them who belong to NATO.

07:12If we make two African countries enter,

07:14we could possibly have other vulnerabilities coming from Turkey, for example,

07:18or Saudi Arabia, which would also have a legitimate ambition to integrate.

07:24The other question is, who will represent Africa?

07:28Will there be a consensus between the African countries to be able to choose,

07:33let's say, two countries that could represent them at the UN Security Council?

07:42I think the geographical criteria will be decisive.

07:44I think that a country from North Africa and a country from Sub-Saharan Africa,

07:50it would be, it seems to me, fair.

07:52Now, do we have to stick to the geopolitical, economic and strategic weight?

07:57I don't know.

07:58There are intermediate countries that could quite well represent the continent.

08:03But indeed, Africa must first demonstrate its unity.
