Can Zelenskyy convince the West to back his 'victory plan'?

Despite several months of lobbying, Zelenskyy failed to make the case for using Western weapons in Russian territory, and experts are sceptical that the Kremlin is willing to negotiate on genuine terms any time soon.

00:00Ukrainian President Volodymyr Zelensky is in the U.S. this week to amass support for

00:04his so-called Victory Plan, aimed at charting an end to the Russian invasion of his country.

00:10The plan requires major commitment from the U.S. and Western allies, in particular permission

00:15to use long-range missiles into Russian territory with the aim of degrading Russian military

00:21infrastructure. But so far, London and the White House have refused the request for fears

00:26of greater escalation. Ukraine says its army is at a serious disadvantage as a result.

00:51The plan is also likely to include Western security guarantees akin to the Mutual Defense

00:56Pact of NATO membership and, crucially, deepening offensive intercourse to provide territorial

01:01bargaining chips for potential negotiations with Russia.

01:27As President Zelensky has said, nobody wants peace more than the Ukrainians. Given the

01:37current situation with an exhausted army on the battlefield, the constant plea for weapons

01:42and then restrictions on how to use them is unsustainable. But he says his plan for victory

01:48is a way to resolve all that.
