00:00It is now clear to the camera that the government is trying to legalize the use of medical cannabis in the country.
00:07If it is already in the law, marijuana cannot be used easily because there is a penalty for this.
00:14Simbela Lesmora with the details.
00:18With 177 members voting in the affirmative,
00:249 in the negative, and 9 abstentions, House Bill No. 10439,
00:33an act providing the right of access to medical cannabis, establishing the Medical Cannabis Office, and providing funds,
00:42therefore, is hereby approved on third and final reading.
00:49The Medical Cannabis Bill is now clear to the camera.
00:53It is approved by the 177 members.
00:58Under the Access to Medical Cannabis Act, qualified cannabis or marijuana users are allowed to use it,
01:07but only for medical use and there are rules that must be followed for its use.
01:13If it is already in the law, the Medical Cannabis Office will also establish that it will serve as the primary regulatory body for medical cannabis.
01:22The main author of this bill is very grateful to House Deputy Speaker Antonio Albano for his support to his colleagues in the Panukala.
01:31Albano believes that this will help a lot and will serve as a game-changer in the health sector.
01:39This has been in the making for four Congresses,
01:46and it was previously passed in the, I think, the 16th Congress, if I'm not mistaken,
01:53and now it is passed here on the 19th Congress,
01:57and we would like to appeal to our colleagues on the Senate to hopefully expedite and pass this
02:04and for the President to approve this into law so that we can provide medical access
02:09to all those people who are in need of the medicines that are given for our patients and for the Republic of the Philippines.
02:18Aside from this, House Bill No. 10424 or Motorcycles for Hire Act has also been approved by the camera.
02:26Under this, Motorcycles for Hire Act will formally recognize motorcycles in the country as a means of public transportation for passengers.
02:34It will also recognize the carrier of goods as part of the parcel and mail delivery.
02:40Because of this, the government will formally authorize the operation of motorcycles in the country.
02:46For now, there is no law on this and only a pilot study is currently underway for this sector.
02:54According to House Speaker Martin Romaldes, the camera values motorcycles for hire not only for transportation,
03:02but also as an effective means of living for many Filipinos.
03:07That is why they really gave priority to this plan.
03:11At the same time, the camera approved other proposals,
03:15including the plan to strengthen the Philippine Disaster Risk Reduction and Management System.
03:22In addition to this, House Deputy Majority Leader Erwin Tulfo and three other members of the Mamba Batas
03:29have also agreed that the Department of Health should provide free leptospirosis treatment and anti-tetanus shot.
03:38It is essential that we act on this matter not only out of compassion, but also out of a sense of justice.
03:44No one should have to struggle with life-threatening diseases
03:48simply because they're already suffering from the effects of a disaster.
03:54Our resolution is a step towards addressing this inequity
03:57and ensuring that our disaster response framework is comprehensive and effective.
