00:00From this electoral campaign and before, they've always been present, all the communications
00:11media, not only national, but also international media have been present.
00:17So I wanted to make this declaration because everyone here has done everything possible
00:26to guarantee the popular expression and, of course, that the communication media is present.
00:37So today at 6 a.m. local time, polls opened, 100% of all polling stations were installed
00:52with all the staff present in every electoral center.
00:58And until this moment we have, Mr. Vice President, how many tables?
01:06Ninety-five percent of the tables have been installed.
01:09That's the last report that we have.
01:15And you have been able to see through the media that there is a large amount of Venezuelans
01:25exercising their right to vote, granted by the Constitution and the laws of the electoral
01:35power so that people are able to express their will.
01:41There are 10 candidates, 38 political parties that are in this process.
01:53There are also 1,300 international observers, but also national observers that are going
02:00around all this process, auditing the process in every of the states, in every activity
02:10that the National Electoral Council has carried out.
02:16It is good because we have seen and we have been saying that on July 28th there will be
02:23an election, and as a fact, today we have elections.
02:31To all officials from the National Electoral Council, we are very thankful for their work.
02:37We want to thank them directly, and we also want to thank the Plan Republica that has
02:45been deployed throughout Venezuela, to the south, to the east, to the west, throughout
02:52the whole national territory, the Plan Republica has been deployed to guarantee peace, protecting
03:02everything, all the equipment involved in everything.
03:08In that Plan Republica, Venezuelans are there present, and thanks to the Defense Minister,
03:15General Padrino Lopez, and General Hernandez Lari, who have done everything possible to
03:26fulfill with this great voting day, this electoral festivity that we are living today
03:34in Venezuela, that will come to an end today.
03:41All candidates except two that did not come forward, they did not come to sign the agreement
03:48on peace and harmony, and of recognizing the results, the Venezuelan people's will.
03:58One of them after, during the media said that he would recognize the National Electoral
04:03Council, the laws and the constitution the way it has to be, as any good Venezuelan has
04:09to do.
04:15The one that does not believe in the people, and the one that does not believe in the laws,
04:19did not sign anything, so maybe they already said that they would not recognize, and it
04:28depends on the voting of the people.
04:33Maybe it will say no, and it won't come weird for us, because it's not unusual that it's
04:39a person doesn't come to sign an agreement that would sign any citizen in any part of
04:47the world, but as they are always scheming, and conspiring, and having plan B's against
04:56all Venezuelans, and against the homeland, that's why they did everything possible, and
05:05I'm telling this at this hour, they did everything possible so that you could not exercise your
05:11vote today.
05:16We have to work a lot, the team of the National Electoral Council, our Bolivarian Armed Forces,
05:23hard work had to be done so that we could have today, the electoral day, to have everything
05:28ready so that you could exercise your right to vote.
05:34But those same people that denied to recognize the National Electoral Council, I have to
05:39say this, because you don't know this, and we didn't want to create anxiety during these
05:45days, but the communication medias that are here today, they can sell it also to the international
05:50media, the planes that were coming with the equipment so that you could vote, they were
05:59seized, and it was sent to an African country with all the equipment, the equipment that
06:08our machines use for the maintenance and everything that has to do with this.
06:16That's what these people did, that do not believe in you.
06:22It is not that they don't believe in the National Electoral Council, but they do not believe
06:26in the Venezuelan people.
06:32And they also took away parts of the machines that were bought so that we could grant the
06:36opportunity to the Venezuelan people to have more machines in the voting centers so that
06:41you could do it more quickly.
06:45They also prohibited that those planes fly over certain countries, and they were under
06:56orders of seizing those machines and the planes that were to fly over them, because they didn't
07:05want that you, the Venezuelan people, express your will, they didn't want the Venezuelan
07:11people to have the opportunity to take part in the best electoral system that is here
07:19in Venezuela.
07:26And we told this to the international servers, to 1,400 international servers, and today
07:33we said with pride before all Venezuelans, we defeated them.
07:40We defeated the schemes that they wanted to carry out, that enemy group of Venezuela,
07:46not an enemy of a government or the Venezuelan state, it's the enemy of Venezuela as a whole,
07:53that traditionally they have been the same since Bolivar, and today are the same enemy
07:59that do not want you, that they don't want us, they don't love us.
08:03They don't love Venezuelans, but they were defeated.
08:08And they were defeated thanks, of course, to God's strength.
08:20Here are all international medias, all communication medias.
08:25There's no restriction.
08:29If you want, the cameraman can go over the room and see all the international media and
08:35all the national media that are here today accompanying this process.
08:43So today, instead of giving blessings to Venezuela, what they bring is schemes and schemes.
08:52But those people have been defeated, because at this time we have presidential election
08:59today, July 28th.
09:05We have 15,797 voting centers fully functioning at this moment.
09:23We have 30,026 electoral tables right now.
09:41We have all the electoral infrastructure by state functioning normally.
09:58All this for the over 21 million Venezuelan citizens that are called to participate in
10:04these elections.
10:15And I say again, the only requirement to exercise your vote is the identity card, even if it
10:23is outdated.
10:29The technical assistance in every voting center is guaranteed.
10:37All technical staff is present at every voting center.
10:43Full guarantees so that you can exercise your will.
10:51This has increased, but before coming to this briefing, we had 95% of polling stations open.
11:02This percentage must have increased without any doubt during this time that we have been
11:09speaking here.
11:11I want to recognize all the officials.
11:18They have received lots of attacks, them and their families, and there they are, with clean
11:25conscience of what is the role that they are fulfilling for the homeland, for our beloved
11:31homeland, Venezuela.
11:35All the officials are here, the Vice President Carlos Quinteros, I'm thankful to him, to
11:40every single one of them for their conviction, for their bravery, and to their families as
11:48well to hold out against all these attacks, like the attack they did yesterday against
11:54General Padrino Lopez.
11:57No one says a thing.
11:59He is a human being, and he's being attacked, just as they did against his family and our
12:06families.
12:12But anything he does for those that want to destabilize the country, there the information
12:16comes out.
12:17Even former presidents, all linked to drug trafficking and corruption schemes here, that
12:25we don't allow them to come here because we are sovereign, they want to create almost
12:30an altar for these people.
12:33Ask in their country who they are, and they were not guests.
12:39They were not invited as observers or anything.
12:43They were not and never were, they were just a destabilizing group that do not recognize
12:52the laws and the constitution, and do not recognize the people, and they just wanted
12:58to destabilize the country.
13:02They never had the chance to be an international observer, because international observers
13:08that are invited are decent people, not people linked with money laundering and corruption
13:15in their countries, through attempts of genocide.
13:21Those are those people, and that's why they did not enter the country, and I congratulate
13:25the Venezuelan state that functioned, and did not allow these people to come into the
13:31country.
13:32Ask them, you that are journalists, research to see who are those people that wanted to
13:37come into Venezuela.
13:44And besides this, they have already announced why they were coming.
13:51All international observers that are here today are people at an important level.
13:58They have not said any opinion in favor of any candidate, the way it has to be.
14:05That's the way it has to be.
14:06That's why I respect and I recognize all the international observers from the world that
14:13are here today, and also observers from the country that are here.
14:43To all of you, my thanks for your bravery and my recognition of respect to every single
15:06one of your families that have endured all these attacks by a sector that its only aim
15:21is to hinder and deslegitimize the will of the people of Venezuela.
15:29To you, and they tried to burn three times the warehouses where the machines were, thanks
15:41to the Defense Ministry and the Bolivarian Armed Forces and the firefighting teams and
15:48all the security forces, they prevented this.
15:53Something came out recently where they once tried to do it and did it, but this time we
16:01defeated them.
16:02They were not able to burn the machines.
16:09We created conditions so that they could not reach the way they did before, so that you,
16:16the people of Valencia, the people of Maracaibo, the people of Yanzuategui, the people from
16:23Lara, from all the national territory from Maragua, could not express your will.
16:32The same format, today we have to do it, we have to say it, because if we had said it
16:37at that moment, we would create anxiety.
16:43They took a group of boxes and they put the logo of the National Electoral Council and
16:50they had it over there, and they were going to say that this is where the machines were,
16:56that they were in a trash can, and that's where fraud would be evidenced, but they were
17:02defeated because what they did not want is that here we would carry out the elections.
17:09All this in complicity with Washington and Florida, well, not Florida, a group of people
17:16in Washington, a group of people in Florida, in the United States, and a few other governments
17:23in Europe, against you, the Venezuelan people, not us, not against us, against the Venezuelan
17:30people.
17:31But they were defeated.
17:32They were not able to burn the machines.
17:35The electric machines are in every single voting center.
17:43So to the candidates, of course, the candidates that came to answer the call of the country,
17:49of the homeland, of the electoral power, one of the five powers that our homeland has.
17:57This doesn't belong to us.
18:02This belongs to the Venezuelan state.
18:04This is you, the Venezuelan people.
18:12Candidate Luis Eduardo MartÃnez and all his political organizations.
18:29Also the candidate Luis Eduardo MartÃnez, and also candidate Daniel Ceballos and his
18:39political parties.
18:52Also candidate Dr. Antonio Escarri and his political party.
19:18Candidate José Dionisio Brito and his political parties.
19:40Also to candidate Javier Bertrucci and his political parties.
19:50To candidate BenjamÃn Raúl Ceu and his political movement.
20:06And this candidate did not come, so we cannot say anything.
20:11We wish him well in health, but Mr. Raimundo González did not come.
20:18He does not recognize the Constitution and the laws of our republic that are the laws
20:26of all Venezuelans.
20:27But, well, he decided not to recognize, so I will not even mention his political parties,
20:33because they also did not come to sign the agreement, none of them.
20:45It's up to your opinion to see what we have lived here as we tried to do everything possible,
20:52and you the media were here and you know that he did not come forward.
20:55I don't know.
20:59That would be one of the motives that he had not to come forward, but you will not
21:09give any results before the National Electoral Council established in the law.
21:18You will not do that.
21:19You can forget it.
21:23Not even your boss.
21:28Especially Claudio Fermin and his organization.
21:39Also engineer Enrique Marquez.
21:50Even though the candidate Marquez did not come to sign, but later, during the media,
21:56and he was an official of the National Electoral Council, and he said later on the media, and
22:02recognized the law and the Constitution and the electoral system.
22:06That's the way it has to be.
22:10So only one says that no, that does not recognize this.
22:13Maybe he has something under his sleeve.
22:15It would not come as a surprise for us.
22:19The candidate Nicolás Maduro-Moros and his organization of political parties.
22:49These are the candidates running in this election that recognize the laws and recognize
23:13you, the Venezuelan people, which is the most important thing.
23:19They recognize you, the people.
23:21Only one candidate does not recognize you, nor the laws, nor the will of the people.
23:29Because if he did so, he would say, I accept the popular will, and he would respect the
23:36decision of the Venezuelan people.
23:40But he disrespects you, and disrespects the international servers and all the officials.
23:45Here you have the candidates, so that you can express your absolute will, as you are
23:55doing during the day, on Venezuelan streets, in every single municipality, and every place
24:05where there is a voting center.
24:09Well, from here, we say our regards to all the Venezuelan people and the world, and we
24:20continue reporting during the whole day.
24:23And we congratulate the people for its civism, and for its strength, and for its action of
24:33deepening Venezuelan democracy, which will also be an example today for the world, because
24:42we have, frightfully, the best electoral system of the world.
24:47It belongs to you, all Venezuelan people.
24:50Well, the day continues.
24:54Good morning, and maybe before noon local time, we'll be providing more information as the
25:00electoral festivity.
25:03Good luck to all the candidates.
25:04Thank you very much.
