00:00Good afternoon, everyone. I am honored to be here. I'm Congressman Stephen Horsford,
00:06representing Nevada's 4th Congressional District, and I'm honored to stand here with my colleagues
00:11from the Congressional Black Caucus, the largest in our history with 60 members, representing
00:17120 million Americans, one-third of the U.S. population. We represent every region of the
00:24country. We have the youngest member of Congress and the Dean of the House as members. We have
00:31every ideological perspective, and today we are here unified behind one purpose, and that
00:39is to win for the American people. Now, I come from a battleground state of Nevada.
00:49I represent a front-line district. I know how hard it is to win in difficult cycles,
00:57and I, too, want to stand with my colleagues in commending President Joe Biden, who I was
01:02with in my district last week, talking about the issues of housing and affordability and
01:09addressing the cost of rent and all the other issues that the Congressional Black Caucus
01:14stands for. I want to thank him for being such a consequential president at a time when
01:20our country needed the soul of our nation to be restored. He did what he came to office
01:27to do. The Congressional Black Caucus stood with him, and one of the first decisions that
01:33he made was to select Vice President Kamala Harris as his governing partner. It's with
01:42the Vice President that we were able to achieve historic legislation, from the Infrastructure
01:48Investment and Jobs Law to the Inflation Reduction Act to the American Rescue Plan to the Chips
01:55in Science Law to the Bipartisan Safer Communities Law. These are bills that were done because
02:01of Democrats in Congress, led by the CBC, with Vice President Kamala Harris as the governing
02:09partner to the president. And because of those legislative achievements, we have seen
02:15historic low unemployment in black America. We've seen three million black entrepreneurs
02:24start businesses in the last three and a half years. We lifted 50% of black children out
02:31of poverty into the middle class, and we are just beginning to move our country forward.
02:40And so while the decision for the president to turn the baton over to the vice president
02:49had to be a difficult decision, we respect and honor that decision, and we are ready
02:56for the next generation of leadership with our Vice President Kamala Harris. And we have
03:05one objective now, and that is to win. We have 105 days, I believe it is. And not just
03:13to win the White House, but to win the majority in the House of Representatives, to make Hakeem
03:21Jeffries the next speaker, the first black speaker in U.S. history, to return the gavels
03:28to Maxine Waters over financial services, to Chairman Gregory Meeks over foreign affairs,
03:35to Bobby Scott with education and labor, to Benny Thompson and Department of Homeland
03:41Security and all the subcommittee chairs who will also be elevated. Not only for the gavels,
03:48but for the American people, for the issues, to center the people in the policy that we
03:54are seeking to advance. And I want to commend Vice President Kamala Harris because we've
04:00been working in partnership with her on the reproductive justice tours to protect a woman's
04:07right to make her own health care decisions about her body that disproportionately affect
04:13black women. The fact that she has joined with the Congressional Black Caucus on the
04:18Economic Opportunity Tours to help lift up black America through our work, wages and
04:25wealth agenda that the Congressional Black Caucus is leading. It's because of this work
04:30that we will win. But my message to the American people is democracy is a team sport. And it's
04:38going to take all of us to defeat Donald Trump. Now, the Vice President is the most prepared,
04:45the most qualified person to win this nomination. She has now secured the nomination as our
04:51presumptive nominee. She is the most qualified and prepared person to defeat Donald Trump. And
04:58she is the most prepared and qualified person to lead us forward, not backward. She is the
05:04future of our party, and she is the next generation of leaders. So we are proud as the Congressional
05:11Black Caucus to stand with her and to work with her between now and November to win for the
05:18American people, to win for black America. That is what we are here to do. And I'm so proud to
05:24stand with my colleagues. This is about our future. And Trump, Donald Trump and Trump's
05:38Project 2025 is about tearing down our communities, not building them up. It's about
05:46dividing us, not bringing us together through coalition. That is not the future of America. And
05:53we're not going back. We're going forward. With that, I'd like to turn it over to
