00:47the responsibility in terms of public funds management

00:52for any entity that has been privatized

00:55is a bad governance.

00:59So when we have cases like this,

01:05and provides clarity.

01:07When we have listed the MHB from Bursa,

01:12we don't know the details in the public space.

01:15What will happen, which contract will be given.

01:18There is no clarity in that regard.

01:20And this causes, if we look,

01:22we are worried that this business deal will cause problems

01:27because of the mismanagement of the governance.

01:30I'll take an example of what happened in Sydney last year.

01:34When we wanted to bring GIP, BlackRock into the MHB,

01:38they managed the airport in Sydney with a loss of 1.9 billion ringgit.

01:44So what's so good about this GIP, BlackRock

01:47that we really want to bring into the MHB

01:51to manage our strategic assets.

01:53And I want to remind here,

01:55Kharzanah, as one of the main shareholders

01:59and one of the entities that promoted the privatization of this MHB,

02:03can be questioned in terms of track record governance

02:07in terms of business management.

02:08I'll take an example of what happened to Axiata.

02:12Kharzanah bought a stake of US$1.4 billion in 2016.

02:19In 2023, it was forced to sell for US$50 million.

02:25A loss of more than 98%.

02:27So the State Budget Department was investigated.

02:30They were paid a salary of more than RM200,000 by the parliament.

02:34But when there is such a loss,

02:37which is caused by politics,

02:38which manages these funds, it is not affected.

02:41I also want to remind the State Budget Department,

02:43since we have strengthened this matter

02:46in terms of finance and so on,

02:48we also need to investigate

02:50in terms of social responsibility.

02:53All government-related companies

02:55and government-related investment companies,

02:58GLCs and GLICs.

03:01In many of these companies,

03:03there is a clear social mandate.

03:07increasing the participation of equity in certain sectors.

03:29The one that Datuk Seri Najib Razak did for Equinas.

03:32But why can it be sold to a Singapore company,

03:34not Bumiputera,

03:35at a market price below 13%?

03:39The second one that will come is Orkim.

03:42Will Equinas make the right decision

03:45by adhering to a social mandate

03:47related to increasing Bumiputera's equity

03:50to help qualified companies?

03:54These are the questions that the State Audit Office

03:57needs to seriously consider in terms of governance.
