Sara Duterte resigns as Education secretary

Vice President Sara Duterte announces her resignation as Education secretary under the administration of President Ferdinand Marcos Jr. in a press conference in her office in Pasig City on Wednesday, June 19, 2024. In her speech, Duterte thanked the staff of the Department of Education and stakeholders for their support in her education agenda, and stressed that her resignation was not 'out of weakness' but of general concern for teachers and students. Duterte was Marcos' runningmate in the 2022 elections on a platform of unity.

00:38I still remember when I was first appointed as the head of education in the middle of
00:45our common knowledge about the situation of basic education in our country.
00:52Now, I also take time to hear from our teachers, students, and parents about the different
01:04challenges they face every day.
01:11What I heard are stories of courage, love for education, and an effort to admit our
01:21shortcomings.
01:24Our agenda is not a mere campaign.
01:29Rather, it encapsulates and defines what Philippine education, along with its approximately
01:3748 billion learners and almost a million teachers, already embodies.
01:44It is resilient.
01:47Our children are the children of heroes.
01:52They deserve no less than an education system that can fully unleash true potential and
02:00effectively mold them into vital contributors for nation building.
02:06As I speak before you today, I speak of the road we have traveled thus far.
02:14Two years since we accepted the gargantuan task of heading the basic education sector,
02:22we have taken big steps towards institutional reforms.
02:27Through the improvement of our curriculum, the acceleration of basic education infrastructure
02:34and facilities, the promotion of learners to safety and well-being, and the provision
02:41of much needed support for teacher quality and welfare.
02:48In the last 24 months, DEPED has launched a new curriculum for kindergarten to grade
02:5510.
02:56As we open our schools on July 29, we highly anticipate its nationwide implementation.
03:04Our curriculum, however, is a mere scrap of paper without the necessary resources for
03:12its effective delivery.
03:16In order to provide resources such as textbooks, supplemental reading materials, as well as
03:23learning tools and equipment, we have strived to improve the procurement process within
03:29the department.
03:31By the first half of the year, we are on track to complete our textbook procurement as well
03:38as the purchase of e-learning cards.
03:42Alongside building new classrooms, we tapped into digital infrastructure in order to address
03:49the need for digitalization, digitalization, and avoid learning disruptions during times
03:54of calamity.
03:56Today, an additional 2,000 plasma schools have been given internet connections through
04:03satellites, while 305 schools have been connected to fiber internet.
04:09By the end of 2025, we aim for all schools to be connected.
04:16With the emergence of technology and social media, our learners also face new and emerging
04:23challenges.
04:25It is not a joke to study during this time.
04:30In order to provide a safe and conducive learning environment for our learners, we have launched
04:37a centralized reporting system through the Learner's Rights and Protection Office.
04:44By providing a hotline, we remind each learner that they are never alone.
04:51We continue to provide awareness and work with partner agencies to shield our learners
04:58and teachers from all forms of abuse, illegal drugs, terrorism, insurgency, and all forms
05:06of criminal activities.
05:10In our thrust to promote inclusivity, we continue to strengthen the alternative learning system
05:16and our special needs education.
05:20No child should be left behind.
05:24Teachers are truly the cornerstone of any education system.
05:31We have worked tirelessly to address your concerns through the National Educators Academy.
05:38We have provided avenues for teacher training and professional development.
05:44We have provided personal accident insurance to assist our teachers when they need it most.
05:52We have removed all administrative tasks to unburden our teachers, to bring them back
05:58to the classroom, and to allow them to focus on teaching.
06:04We have also given our teachers their much-needed rest, a 30-day no-mandatory or voluntary tasks
06:14break, which they are currently enjoying as we speak.
06:21I did not do this alone, nor do I claim to have done so.
06:28I would like to take this moment to express my profound gratitude to those who took part
06:34in this journey.
06:36To our partner agencies and the national government, thank you for your commitment towards a whole-of-government
06:43approach for basic education.
06:46To our local government units, thank you for keeping education and the youth as priority
06:53projects year in and year out.
06:57To our private sector partners, whether foreign or domestic, thank you for your resolve as
07:05education champions.
07:07To my DepEd family, Execom, Marcom, Central, Regional, Division, and School officials,
07:17teachers, and non-teaching personnel, thank you for your unwavering support, hard work,
07:25and dedication to serve the Filipino people.

07:55Earlier today, June 19, 2024, I sought an audience with the President intended in my
08:03resignation as the Secretary of Education effective July 19, 2024.
08:11I have given my 30-day notice to ensure the proper and orderly transition for the benefits
08:19of the next Secretary.
