00:00In front of Bantanang, El Nino, President Ferdinand R. Marcos Jr. ordered several government agencies to ensure a sufficient supply of water.
00:09Meanwhile, he is also pushing the Flood Control Management Program, especially as La Nina is nearing.
00:16That's what Ken and Paciente said.
00:20President Ferdinand R. Marcos Jr. is insisting that there should be a sufficient supply of water in all places in the country.
00:27That is in front of the ongoing increase of the temperature of El Nino.
00:31In the sectoral meeting led by the President in Malacanang, he ordered the government agencies to ensure a sufficient supply of water in the 40 million underserved population.
00:43This is the part of the population that does not have a regular or proper water supply.
00:47By far, most of them are in Mindanao.
00:50A lot of the communities in Barm still do not have access to a formal water supply.
00:57I should also mention, and this is a statistic that I hope everyone remembers, we have roughly around 7,600 plus islands, but not many people know that 5,500 of those are small islands.
01:13And many of these small islands do have communities, mostly fisherfolks, and each and every one of those do not have access to water.
01:22One of the strategies that the DNR is doing is the desalination process, or the conversion of salt water so that our countrymen can benefit from it and have a clean water supply.
01:35But because this process is expensive, the agency is now advocating what is called Modular Desalination.
01:41It's just a big container van, and it can provide water to up to around 500 families in each and every desalination plant.
01:54Even now, the budget is still challenging here, especially that each unit is worth 5 to 8 million pesos, which is something that the agency is already doing.
02:04We are also looking at the possibility of soft loans from development partners and organizations.
02:18I also brought this up to the President this morning, if we can issue government bonds for water projects, and of course PPP to help the private sector.
02:33And in front of Bantanang, Laniña, President Marcos Jr. wants to integrate the flood control management program of the DPWH for more effective water management and conservation.
02:44I think we have to integrate our flood control management programs with the other sectors so that the water that we manage in the flood control does not go to the sea directly
03:01and to the extent possible that we have to conserve and utilize it for other purposes, like for irrigation, water supply, and power if necessary.
03:11The agency is also now working on their flood control and management program, where 4,700 flood control projects have already been completed and 4,000 projects are currently being completed.
03:24The flood control infrastructure program is just one of the components to address flooding problems.
03:30One of the causes of flooding in many areas is that for the longest time, rivers did not desilt.
03:45So the riverbeds are very shallow now.
03:47So in the event of any rainfall that is intense, the riverbeds are very shallow.
03:59So one of the programs of the department is to undertake the desilting and dredging of major rivers and tributaries so that there will be an increased carrying capacity of the rivers.
04:15Meanwhile, the National Irrigation Administration, or NIA, aims to sell 29 pesos of rice in the month of August with the help of Kadiwa Stores.
04:25According to NIA Administrator Eduardo Guillen, it is expected that NIA will have 100 million kilos of rice by August, which is their target to be sold.
04:34Maybe one family, 10 kilos per family.
04:36Because according to the DA, Kadiwa will continue.
04:40Kadiwa is owned by the President.
04:43So I think they will sell it for five days a week.
04:46It is expected that 29 per kilo of rice will be sold in Metro Manila, Cebu, and Davao.
