00:00Good morning. Here are the first news of GMA Integrated News.
00:17President Mohammad Marcos has sent assistance to Occidental Mindoro, which is facing a lot of problems due to the strong effects of el Niño and electricity crisis.
00:28In other places, farmers are discarding their crops to save their crops in the midst of drought. Here is my first news.
00:39The crops of vegetables in Mt. Santo Tomas, Tubabanguet and imbaka ng tubig are drying up.
00:47So that the crops won't be destroyed, they are collecting water in Baguio every week for P3,000 for 30 drams of water.
00:56This will divide 200 farmers in the area.
00:58Our water supply is lacking because a lot of people are using water. This summer, that's why it's lacking. It's really lacking.
01:10According to the local government of Benguet, they are continuing cloud seeding operations.
01:15The four hectares of tomatoes planted in Cebu City are also affected by the heat.
01:20The former size of the fruit is like a hole in the ground now.
01:25Because it's not in the business standard, it will be hard for the farmers to sell it.
01:30So that it won't be wasted, they gave away 15,000 kilos of tomatoes.
01:36Because of the strong effects of el Niño, the state of calamity is declaring,
01:40including Maguindanao del Sur, that more than P300 million pesos are being damaged by the floods.
01:49Occidental Mindoro has been under the state of calamity for a month now.
01:53The lands are scattered.
01:55Because of the expensive irrigation, almost P900 million pesos of el Niño were lost in agriculture.
02:01Occidental Mindoro is one of the top producers of onions and rice,
02:06resulting to the damage of almost P300 million pesos in onions alone.
02:11For rice, the damage due to drought is estimated to more than 5%.
02:17We are an agricultural province.
02:20If the farmers have rice, our economy will have rice.
02:25Occidental Mindoro, in Central Barangay San Jose, was hit by heavy rains by President Bongbong Marcos.
02:32But this is just a small part of the 10,000 hectares planted.
02:37The President and various government agencies helped.
02:41Cash assistance from DSWD, Dole and TESDA.
02:44Pumps and machines for irrigation and tractors were brought by the Department of Agriculture.
02:49There are also boats for fishermen and freezers for the cattle that they catch.
02:54As of now, more than P1 billion pesos of funds have been allocated to address the effects of El Niño.
03:01We need to conduct further assessment of the situation because we are still at the height of El Niño.
03:07We're hoping that by mid to end of May, it will rain.
03:12We are now crafting a rehabilitation and recovery plan to be financed under the Quick Response Fund.
03:18Another problem of Occidental Mindoro is the high price of electricity that is more than P20 per kilowatt hour.
03:27The President's solution is Solar Energy.
03:30The Department of Agriculture will also start using solar energy for cold storage facilities and irrigation in the province next year.
03:40But the President also wants Mindoro Province to be connected to the grid.
03:44The long-term solution is the submarine cable so that it can be connected to the grid.
03:49That's the problem here. It's not connected to the grid yet.
03:53So we are already putting submarine cable here specifically for Mindoro.
03:59Other places have excess capacity. It's not being used. It's a waste.
04:07But that's what we can move to where it's needed.
04:14More than 100 Chinese militia vessels were monitored by the Philippine Navy in West Philippine Sea this week.
04:21We have been monitoring their presence for the past two months.
04:24What I said is a fairly constant number, from a low of 33 to 169 on a weekly basis.
04:30This upsurge is out of the normal.
04:33The Philippine Navy is not in charge of the number of Chinese militia vessels.
04:40It is possible that there is a connection to the start of Philippine and American naval exercises this Monday.
04:47One of the things we are looking forward to in Balikatan 2024 is the joint deployment of Philippine, American, and French ships
04:55within the exclusive economic zone of the Philippines.
05:09Unity and excellence.
05:11That's what the undefeated perpetual altus showed in the NCAA Season 99 Men's Volleyball Tournament.
05:17Their win-loss record is now 5-0 after their match against the San Beda Red Lions.
05:23In that finals rematch, the Altus won 3 sets to 0.
05:27The Cardinals also won against the JRU Heavy Bombers.
05:30The women's volleyball match reached 5 sets.
05:34The perpetual lady altus won the match against the San Beda Lady Red Spikers.
05:38The final score was 3 sets to 2.
05:40The Cardinals won 3-0 against the JRU Lady Bombers.
05:45You can watch the volleyball tournament live on JTV and also on the social media platforms of GME Sports and NCAA Philippines.
05:55The Department of Agriculture is planning a 10-day buffer stocking to keep the price of agricultural products stable.
06:02It is approved by the vendors.
06:05Live from Manila, we have the first news, James Agustin. James.
06:10Van, good morning.
06:12I am in favor of those who are selling onions, corn, and rice here in the Blue Man Trade Market in Manila
06:20in support of the government having a buffer stock of agricultural products.
06:26But Van, if ever that will continue, I hope there will be enough supply for everyone who is selling.
06:32Onions can be bought for P80 per kilo in the Blue Man Trade Market in Manila.
06:40It went down by P20 compared to last week.
06:43But there are chances that if the vendors don't get enough supply, the price will go up.
06:48It's hard to buy onions. You can't buy it because it's too expensive. It's a steal.
06:59P50 per kilo of yellow corn, while P70 per kilo of white corn.
07:04Ms. Marites, who has been selling rice for more than three decades,
07:08is convinced that the price is going up if there is a shortage of supply.
07:11It will go up from October to December.
07:14How do you do it?
07:15We still buy rice because people are still buying even if it's expensive.
07:20Sometimes, we sell P30 or P25 per kilo.
07:24The price of rice that can be bought for P49 to P58 per kilo has been stable for three weeks already.
07:30It depends on the type of rice.
07:31Vendors say that the supply becomes harder when the bear months come.
07:36It will go up from October.
07:39If there is no supply, the price of rice will surely go up.
07:43It will have an effect.
07:45It's hard for us to find where to buy rice.
07:48How many onions, corn and rice?
07:51The Agriculture Department is now pushing for a buffer stock.
07:55This is one of the solutions to lower the prices of goods in the market and the overall inflation.
08:01If there is a shortage of supply or a high price of goods,
08:05the government will issue stocks to stabilize the price.
08:09Based on the implementing rules and regulations that the DA is still adjusting,
08:12buffer stocking will be done for 10 days.
08:15The vendors we talked to favor this.
08:18It will help.
08:20We won't lose what we can buy.
08:23It will be cheaper for us to buy from them.
08:26It's better.
08:28It's better to earn from it because it will be cheaper to give.
08:31It's better.
08:32We will lower the price of what we buy so that we can sell better.
08:37We will earn somehow.
08:39It's better.
08:40The government has a good plan.
08:42They will make sure that the supply they impacted will be enough for 10 days
08:49because we sell a lot of rice.
08:52But the group called the Bad Agriculture Industry, or SINAG,
08:55considers buffer stocking to be problematic.
09:02At the moment, the country is still studying how many agricultural products
09:07should be buffer stocked by the government.
09:10For the first news from Manila, I am James Agustin for GEMA Integrated News.
09:15It rained in some parts of the country yesterday.
09:22In Vera, Catanduanes, the sudden rain lasted for almost 15 minutes.
09:27It was in the middle of a high heat index that was felt there.
09:31The heavy rain was also felt in Gumaca, Quezon, which lasted for almost 20 minutes.
09:37According to the forecast, the heavy rain in some parts of the country
09:41is due to easterly or localized thunderstorms.
09:45Especially in the Intertropical Convergence Zone, or ITCZ,
09:48the rain is felt in southern Mindanao.
09:55The Department of Social Welfare and Development issued guidelines
09:59for the implementation of the program for teenage mothers.
10:03We are joined live by DSWD Spokesperson and Assistant Secretary Irene Lumlao.
10:09Good morning, Asec. This is Maris. Let's go to the first news.
10:13Good morning, Maris. Good morning to everyone who is watching your program.
10:18First of all, Asec, how serious is the problem of teenage pregnancies in the country?
10:24Should we consider it as an alarm?
10:28Maris, if you remember, in 2019, the Commission on Population and Development issued a report
10:37saying that in that year, there were 1.2 million minor-led households or families with young parents.
10:47We saw that this has an impact on the growth of our country.
10:54It also affects the condition of our youth, especially our teenage moms.
11:02This prompted the national government agencies,
11:05particularly the members of the Human Development and Poverty Reduction Program,
11:10to come up with social protection programs that will help address this concern.
11:17In fact, the Executive Order No. 141, Series of 2021,
11:25established as a national priority the implementation of measures
11:31to address the root cause of the increase in the number of early pregnancies.
11:37Then, of course, we mobilized government agencies to participate in the social protection program
11:45for mothers and their children.
11:48Asec, I made a report on this recently.
11:52It was said that the number of young people is increasing.
11:56As a matter of fact, it is no longer a teenage pregnancy, but a child pregnancy
12:00because some are as early as 10 years old.
12:03This is the situation.
12:05Are you still monitoring a lot of young people who are pregnant?
12:12Well, of course, the Department of Social Welfare and Development is helping,
12:17aside from other agencies of the government, to monitor the cases of teenage pregnancies.
12:26Now, on the part of the DSWD, we are focused on social protection
12:32to pursue our contribution on advocacy,
12:36particularly in preventing cases of children or teenage pregnancies.
12:42Speaking of programs and advocacy, in your Protect Teen program specifically,
12:46how will this help teenage mothers or children who are already mothers?
12:52What are the agencies that you provide and what are the livelihood programs that you provide to them?
12:59Well, Marice, this Protect Teen is a social welfare model of intervention
13:04that aims to protect the rights and, of course,
13:08to protect the psychological well-being of adolescent mothers and, of course, their families.
13:14We know that the early pregnancy affects the psychological well-being of an individual,
13:20especially a young person.
13:24This affects their academic performance and, worse, it might result in them dropping out of school
13:31because they want to avoid embarrassment and, of course,
13:37the economic challenges that the family might be facing.
13:42So, this Protect Teen developed by our agency, of course,
13:47aims to improve the psychological well-being of adolescents,
13:53to have family healing sessions,
13:56to have family case management,
13:59to introduce livelihood or educational assistance to them,
14:05as well as to improve their capacities as early parents.
14:13So, this is implemented by the DSWD,
14:18as well as the civil society organizations,
14:21of course, local government units, particularly local social welfare development offices.
14:26Of course, the program has project components,
14:32including providing an enabling environment,
14:37providing a supportive home environment for early parents or teenage moms,
14:44as well as their partners,
14:47and, of course, empowering adolescent mothers.
14:51We wanted to provide them with the right information
14:54so that they can avoid having to go to court again and again.
14:59How can this address discrimination and social stigma towards teenage mothers?
15:08That's good that we mentioned that, Marisa.
15:12Because one of the project components of the program is advocacy
15:16and providing a healing environment for our teenage moms.
15:22So, there will also be information sessions for our project
15:28to inform the public,
15:31to help, protect, and support these teenage moms
15:37so that the stigma will be reduced
15:41and it will be easier for them to face their responsibilities as teenage moms.
15:49Let's talk a little bit about the problem of starvation of our countrymen.
15:55How is the implementation of the four-piece and other programs?
16:01For the Pantawid Pamilyang Pilipino Program,
16:04we will continue to implement this program.
16:08We have more than 4 million household beneficiaries still being served under this particular program.
16:15Of course, they are still receiving cash grants
16:19provided that they continue to comply with the specific conditions of the program.
16:24Apart from that,
16:26DSWD will continue to implement Walang Gutong 2027,
16:31this is the food stamp program,
16:33which will scale up its implementation this year from 3,000 beneficiaries.
16:38We intend to cover 300,000 beneficiaries across the country this year.
16:43We know that the FSP is one of the priority programs of the Marcos administration
16:49that aims to fight involuntary hunger by providing food augmentation to the bottom 1 million households
16:58in the list of our agency,
17:01which is included in the food poor criteria defined by the Philippine Statistics Authority.
17:09DSWD is also continuing to coordinate with various local government units
17:16for the implementation of the supplementary feeding program
17:19that provides nutritious snacks and hot meals
17:23to increase the regular meals of children enrolled in child development centers and supervised neighborhood plays.
17:33Also, there is the Interagency Task Force on Zero Hunger
17:38and DSWD and its partner agencies continue to prioritize the implementation and monitoring
17:49of nutrition-specific and nutrition-sensitive programs to address food insecurity in our country.
17:56These are just a few of the programs that DSWD and other government agencies are implementing
18:03to contribute to address the problem of hunger.
18:07All right. Thank you very much, DSWD spokesperson and Assistant Secretary Irene Dumlao. Good morning to you.
18:13Thank you very much. Good morning.
18:16Rabies is also a problem in the country.
18:19According to the Department of Health, 89 cases of rabies were reported from January to March this year.
18:25The number of people who are getting vaccinated against rabies in San Lazaro Hospital is increasing.
18:30The supply of vaccines is running low.
18:32Here is the first news.
18:38In the outpatient department of San Lazaro Hospital,
18:41patients are being forced to stand in line to get vaccinated against rabies.
18:47Others are already sitting on benches outside.
18:50Even in this situation, Gina did not complain and accompanied her son who was bitten by a dog.
18:56She was asked to go here because there is no anti-rabies vaccine in the health center or public hospital in their area.
19:02We went to our hospital. San Lazaro was recommended to us.
19:06We are running out of medicine.
19:09There is no anti-rabies vaccine for us.
19:13This is also the situation in the area of Nashaira.
19:16There are big expenses in the private clinic.
19:18So for free, they went to San Lazaro.
19:21Life is hard now.
19:23So it's better to stay here in Manila.
19:30San Lazaro Hospital is arranging a place inside the hospital
19:33where the patients bitten by dogs and cats will be transferred
19:37so that they will not be in the heat while waiting.
19:40They are also talking to the patients to follow the schedule given to them
19:44so that they will not wait long and so that they will not bother others.
19:48According to the spokesperson of the City of Manila,
19:51their anti-rabies vaccination for dogs and cats does not stop.
19:55If there is a shortage of vaccine, they are ready for it.
19:58They also meet the budget requirements of other departments.
20:02An official of a city health department explained that
20:05the supply of anti-rabies vaccine is tight for many local governments now.
20:11While there is no supply, patients are being referred to San Lazaro for free.
20:15They are not being supplied by the Department of Health like before
20:19because the Mandanas Ruling is already in full implementation
20:21where the local governments should provide many services like anti-rabies vaccine.
20:27But because the procurement or purchase of anti-rabies vaccine is still tight,
20:32the local government needs to go through public bidding
20:35in case the supply arrives.
20:38Here is the first news, Macky Pulido for GMA Integrated News.
20:45The price of some products was raised
20:48with the help of some congressmen and stakeholders in the Chamber.
20:52The producers said that there is no increase in the farm gate price of the products.
20:57But when it comes to the market, the price increased in the past months.
21:02They said that the laws are enough but most of the time, it is not being implemented.
21:06IKEA House Speaker Martin Romualdez will have a general review
21:11on the laws related to agricultural producers, manufacturers and traders.
21:18It needs to be discussed if there are laws that should be amended or repealed and if new laws are needed.
21:25ACT-CIS Party Representative Erwin Tulfo said that this is included in the discussions on the opening of the session of the Chamber.
21:34The Department of Agriculture is said to be open on the plan of the Congress.
21:38According to the group of the Industrial Agricultural Association,
21:41there should be no increase in the retail price because there is no increase in the farm gate price.
21:47According to the Philippine Amalgamated Supermarkets Association,
21:50despite the reasons for the increase in the price of the products,
21:53the retailers are the reason for the increase in labor cost and electricity.
22:00Those who buy items which are not basic or prime commodities,
22:04they still feel that there is not much profit even if they improve.
22:09There are a few things which affect a retailer.
22:13Number one is the production cost.
22:16If they increase, of course, we will also increase.
22:18What we are saying is that for the past four years,
22:21the price of rice, pork and chicken has decreased,
22:25and yet the retail price did not decrease.
22:29What we are saying is that the lens of NEDA is always on imports as a solution to lower prices.
22:37It has not happened for the past four years.
22:44Julian San Jose is looking forward to join Asia's Songbird Regine Velasquez on the concert stage.
22:53The performance was delayed because of the hospitalization of Julie.
22:58Obre Carampel has something to say.
23:03Asia's Limitless star Julian San Jose is already up and about after being hospitalized last Friday.
23:09Julie suffered from severe stomach pain and migraine attack,
23:13the reason why she could not continue to perform at the concert of Asia's Songbird Regine Velasquez.
23:19Julian was able to rehearse the day before the concert,
23:22and he is already looking forward to their production number together by his sister Regine.
23:27But something unexpected happened.
23:29When I woke up, I suddenly felt nauseous.
23:32It went on for hours.
23:35I told myself that I don't want to bring myself to the hospital because I might pass away or whatsoever.
23:41But when I went straight to the hospital, it did not stop.
23:45I went to the hospital because I was also scared.
23:48My family was also scared.
23:50Even Ray was there. He also took me to the hospital.
23:53Despite the fact that the guesting did not continue,
23:56Julie thanked Regine for understanding her situation.
24:00Of course, I still feel bad because I am really looking forward to being with my sister again on the stage.
24:07After undergoing several tests,
24:10Julie was discharged from the hospital and was cleared to go back to work.
24:15Meanwhile, very memorable and one for the books,
24:18Sparkle goes to Canada Tour Experience of Julie
24:21with Raver Cruz, Barbie Forteza, David Licauco, Ruru Madrid, Bianca Umali, and Bubay.
24:28Raver extended their stay to be able to walk.
24:31They also watched the NBA game.
24:34And they also witnessed the solar eclipse there.
24:37Sparkle plans to bring the show to America and other countries in Asia.
24:42It was a very good experience because we got a chance to be with our global Pinoys and Kapuso abroad.
24:50It was very fun, very entertaining, and the reception of the global Pinoys was very warm.
24:59This is the first news.
25:01Aubrey Carampel for GMA Integrated News.
25:07President Bongbong Marcos believes that the invitation of Vice President Sara Duterte and First Lady Liza Araneta Marcos will be fine.
25:17We will talk to VP Sara about this so that she won't be too nervous.
25:23She's not the one who said anything about this.
25:28Maybe that's why it was easy to plan all these issues.
25:37The President also believes that Vice President Duterte will understand the importance of being protective of the First Lady.
25:43The President also said that the Vice President will remain as the Education Secretary.
25:47The President insisted that the Vice President will stay in the Cabinet after speaking to the First Lady against her.
25:54This Monday, VP Duterte said that the First Lady is out of her duty as an official of the government or a personal member of the House of Representatives.
26:04Igan, you're up first in the news.
