00:00 On Wednesday, the Uttarakhand State Legislative Assembly made history by passing the Uniform
00:05 Civil Code, Uttarakhand 2024 Bill, making Uttarakhand the pioneering state in India
00:10 to enact such legislation.
00:12 The bill, tabled before the Assembly just two days after receiving approval from the
00:16 Uttarakhand Cabinet, was presented by Chief Minister Pushkar Singh Dhami.
00:20 Its objective is to establish uniform laws governing marriage, divorce, land ownership,
00:25 property rights and inheritance for all citizens, regardless of their religious affiliations.
00:30 During detailed deliberations on the bill in the Assembly earlier today, Chief Minister
00:34 Dhami underscored its significance, portraying it as a groundbreaking endeavour for the nation.
00:40 He emphasised the opportunity for states to lead by example and set precedents that could
00:44 resonate across the country.
00:46 Dhami articulated that a uniform civil code would pave the way for equality among all
00:50 individuals, particularly addressing gender-based discrimination prevalent in matters such as
00:55 marriage, maintenance, inheritance and divorce.
00:58 India is a vast nation and it presents ample opportunities for states to make significant
01:02 strides and set precedents that can influence the entire country.
01:06 Our state has got the opportunity to make history and provide a guiding path for the
01:09 nation as a whole.
01:10 It is imperative that other states across the country also embark on a similar trajectory,
01:15 aligning their efforts towards fulfilling the aspirations and ideals set forth by the
01:19 makers of the constitution, CM Dhami said.
01:22 Central to the bill's provisions is the mandate for registration of live-in relationships,
01:26 a complete prohibition in child marriages, and the introduction of a standardised divorce
01:31 procedure.
01:32 Furthermore, it ensures equal rights for women across all religious communities concerning
01:36 ancestral property.
01:37 Notably, the UCC bill sets the minimum marriageable age at 18 for women and 21 for men across
01:43 all communities and mandates marriage registration for validity, while also stipulating a one-year
01:49 limitation for filing divorce petitions after marriage.
01:52 The passing of this bill marks a significant milestone in the journey towards gender equality
01:56 and social justice, signifying a resolute effort to combat injustices and empower women.
02:02 As CM Dhami amply articulated, it is indeed time to put an end to discrimination against
02:06 women and ensure that they receive their rightful place as equals in society.
