The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Sunday, Dec. 31 that most of the country will have partly cloudy to cloudy skies with only a few rain showers over the next 24 hours, allowing Filipinos to celebrate the New Year in “fair” weather.
