Four conditions are set by the Chinese ambassador for the Xi-Biden meeting.

A Chinese official said Tuesday that China would like to see President Xi Jinping and Vice President Joe Biden meet at the Asia-Pacific Economic Cooperation meeting in San Francisco next month. However, this can only happen if China feels respected by the U.S. side.

Xu Xueyuan, deputy chief of mission of the Chinese Embassy in the U.S., spoke at the annual meeting of the Institute for China-America Studies here. He said that every meeting between Xi and Biden has been strategic and went well past the scheduled time because both sides wanted to clear up any misunderstandings.

"Our two sides have differences on many, many issues," Xu stated. "But I think, more importantly, we must admit that we still share huge common grounds."

She said of the talks of leaders, "I think it is important; it is useful."

The envoy said that mutual respect is the most important part of the two countries' relationship and that the U.S. needs to show care for four "core interests" for China to move forward with plans for a meeting in November.

"Bottom lines" or "red lines," as Xu called them, are (1) Taiwan, (2) democracy and human rights, (3) China's political and economic system, and (4) China's right to grow.

Xu used a lot of words to explain the fourth part. He said that Beijing needs to know that the U.S. will accept a stronger China economically.
