00:02 Next week, the first Jail Decongestion Summit will be held,
00:07 which will be attended by President Ferdinand R. Marcos Jr.
00:10 and other officials.
00:12 The events will be held to address the problem of overcrowding in prisons in the Philippines.
00:19 This is the story of Allan Francisco.
00:24 Decongestion is part of the government's plan to ease the number of prisons in the country.
00:31 This will be discussed in one of the first Jail Decongestion Summits in Manila
00:37 on December 6 and 7 from the Supreme Court, DILG, DOJ, and other stakeholders.
00:43 According to Justice Spokesperson Mico Clavano,
00:46 President Ferdinand R. Marcos Jr., Executive Secretary Lucas Bersamin,
00:50 and Senate President Juan Miguel Subis will also attend.
00:52 Hi, ma'am. Hi, sir. Just to clarify, is this the first time, sir, that we'll be conducting this kind of event?
00:58 Yes, it's the first of its kind.
01:00 Well, I would consider this as a legacy-building event
01:05 because this is the first time that actors in the justice sector
01:10 have proposed three activities and strategies.
01:13 First is to reduce admissions.
01:15 And I will talk more about the short-term activities to address that.
01:18 Second, increase releases by legal means.
01:22 And third, to expand the capacity of jail facilities.
01:26 So we will have short-term goals as well as long-term goals,
01:31 which we hope to discuss and thoroughly analyze in the Jail Decongestion Summit.
01:36 Clavano also said that jail facilities in the country will be adjusted
01:40 because it is now clear that 70% of BJMP detention facilities are overcrowded.
01:46 The Supreme Court, DOJ, and DILG will also form new regulations
01:51 for women in conflict with the law.
01:53 It is now clear that more than 13,000 of the population of persons deprived of liberty are women.
02:00 In total, 200,000 PDLs are based on the December 2021 survey.
02:05 Significantly, 69.51% of the PDLs are undergoing preventive detention,
02:12 which means there has not been a decision or conviction in their cases.
02:18 And only 30.49% have been convicted and sentenced.
02:22 BJMPs are the ones who are taking care of PDLs that are not yet under the law or under pre-conviction,
02:28 while the convicted offenders are in the Bureau of Corrections.
02:32 Quezon City Mail Dormitory has the highest congestion rate.
02:37 And as part of the jail decongestion efforts of the government, DOJ will continue
02:42 the annual recommendation in Malacanang for the possible beneficiary
02:46 of the Presidential Grant of Pardon and Executive Clemency.
02:50 What the Secretary did on the President's birthday and on Christmas,
02:55 we have a list that we are giving to the PPA and then eventually it will be submitted to the Executive Secretary.
03:01 Last year, it was an amount close to 1,000. So we're expecting a similar amount this year.
03:09 DOJ will also support the National Justice Information System,
03:13 which is a step for the full digitalization of justice.
