The European Commission has recommended that member states open formal EU membership talks with Ukraine and Moldova, and that they grant candidate status to Georgia. "Today is a historic day because today the Commission recommends that the council opens accession negotiations with Ukraine and with Moldova," says Ursula von der Leyen, President of the European Commission. Von der Leyen added that Ukraine has fulfilled more than 90% of the necessary steps.
