00:31 in the southern Philippines has provided to Noni Tan who used to be a drug addict for

00:36 more than 20 years.

00:37 In November 2020, the court ordered him to receive treatment in the rehabilitation center.

00:43 He said the good medical environment and good care from doctors of the facility helped him

00:48 overcome his drug dependency.

00:50 We thought that it's a waste if he doesn't come back.

00:56 We realized that our families are suffering.

01:03 After receiving professional training, Noni Tan decided to stay in the center and help

01:08 others turn their lives around.

01:10 According to Dr. Ruby Alcala, medical officer of D.U.H.

01:13 Saksargen, the facility offers an aftercare program to assure the patients a new path

01:19 in their communities.

01:20 This, in addition to residential and outpatient programs.

01:24 We make sure that when they return to the community, they should be productive.

01:33 And that's why here in the center, our linkages with our partner agencies are very important.

01:40 The drug rehabilitation center was constructed with the China State Construction Engineering

01:45 Corporation or CSCEC in 2018.

01:49 It was built to support the government's campaign against illegal drugs that plagued the Philippines

01:54 for decades.

01:56 Situated in a three hectare lot on top of a mountain, the center can cater to 150 patients.

02:01 It includes an administration building, clinic, male and female dormitories, multipurpose

02:07 covered court, and other buildings.

02:19 She said they finished the project with the help of Filipino workers, providing them job

02:24 We hired about 450 local workers.

02:25 We also purchased a lot of local materials, equipment, and furniture.
