Listen to this very carefully. The Central government in India is being run by 90 officers. It is run by the Cabinet Secretary and Secretary to the Government of India. Any decision of the Indian government, be it the smallest of the small decisions or the biggest of the big decisions, these are taken by these 90 officers. I said it in my parliamentary speech also that only 3 out of the 90 officers are from the OBC community and only 5% of the budget is being controlled by these officers. Now I want to ask you all a very important question. If the officers belonging to the OBC community control 5% of the budget, then how much percent of the budget is being controlled by the officers belonging to the SC/ST community? This is a topic of shame. The Adivasi officers control just 0.10% of the budget. How much representation should the Adivasis and OBCs get is the question that needs to be raised. This is the sheer reason for conducting the caste-census.
