00:04 now NDA. Do you really feel the Prime Minister and the BJP is quite serious, a) to hold a

00:10 caste census because you have been very ardently propagating basically to have caste census.

00:16 Now the Bihar has already come out but BJP is still not. Even the state BJP chief has

00:21 definitely said there is a need to it. But at the central leadership, it seems there

00:26 has been a dilly-dallying. What's your view on that and do you feel that the government

00:30 will bring in a constitutional amendment to increase that quota limit?

00:33 The caste census also we are demanding since last 40 years. In 2010, we approached Supreme

00:41 Court in the name of Samta Parishad and we say that from 2011, the census will start,

00:54 general census in the country. Ask our union government to take this issue also that let

01:06 them find out how many, what is the percentage of OBC in the country while doing this general

01:14 census. They can do that also. So Supreme Court asked the reply from the central government.

01:23 Meanwhile, as my nephew Samir Bhojbal was a member of parliament, I said, "You are

01:30 a parliamentarian. Why don't you raise your voice on the floor?" So he raised his voice

01:36 and fortunately that time, Gopinath Rao Munde, a little friend, he was a BJP deputy leader,

01:51 he joined hands with Samir. Then both of them, they went and approached various OBC leaders

01:58 like Yadav, then the Mayawati, Akhilesh and congress people and all. 100 MPs, they stood

02:10 on the floor of the house of the parliament and demanded it. Powers have also raised this

02:16 point in the union cabinet and said, "Look, we have to do something." Pranam Mukherjee,

02:25 he announced on the floor of the house that, "Yes, we agreed with this and we will count

02:32 it, we will have the caste census." What happened that instead of doing this by the census commissioner,

02:46 they have planned in such a way that all village census will be done by your rural department,

02:58 state rural and the cities, urban development department of the state government.

03:10 Okay, I said, "Whatever is happening, let it be." All these data were collected.

03:21 By the time they completed this work, it was year 2016, Modi Sahib came in power and the

03:30 data was given to this government, UN government. I remember that at that time also, Varun Jaitley

03:42 Sahib also said that, "We have received this data of these OBCs and definitely they are

03:52 in big problems, facing so many problems." But he did not declare the number of the people

04:02 or the percentile. So that means data remains still unrevealed, right?

04:07 Then in 2017, Samvikas Ahurya went to the Supreme Court and said that these OBCs in

04:16 Maharashtra should not be given reservation because empirical data is not available. Then

04:23 Parnameshwar Sahib, he was chief minister and then he formulated one act and well, but

04:34 then he came to know that empirical data is not there. He asked for the data, central

04:40 government said no. Pankaj Amonde was having that portfolio, minister. He also tried, no.

04:49 Then meanwhile that our Uddhav Thackeray became chief minister, I was also in the ministry.

04:57 We also tried. They said no and the corona started. Two years we could not do it and

05:04 there from the Supreme Court, Khan Vilkar Sahib's court, do it, do it, otherwise no.

05:11 And then we had to take the election in certain district without the reservation of BJP because

05:20 they said no, you don't have data. We don't want to do. Now what happened? Madhya Pradesh

05:30 elections of the local self-government and somebody going to the court and said that

05:37 Maharashtra you have given this judgment. Now what about this? Madhya Pradesh, they

05:43 also don't have it. The court said okay, the same thing, same judgment for you also. And

05:50 then the BJP chief minister Shivraj Chavan Sahib hurriedly approached Delhi people and

05:59 did some study on it and then Tushar Mehta from the central government supported him

06:06 Madhya Pradesh in the Supreme Court. They got the relief. So we also then approached

06:15 the same route and then we also got it. Okay, but we are not fully satisfied because it

06:24 is not 100% we got it. Still some problems are there. But what for this caste census

06:34 is required? Why? Only for political reasons or there are some other reasons also? Look,

06:47 when Sumitra Mahajan, our former speaker of the parliament, when she was not a chairman

06:56 but a parliamentarian, under her leadership some 16 parliamentarians committee was formed.

07:04 Parliamentary standing committee was formed. And they were asked to study the OBC problems.

07:11 They came with the report that OBC they are in bad condition and as union government and

07:19 state government we are funding for this upliftment of the Scheduled Caste or Scheduled Tribe

07:28 and the same way OBC should be given. But since we don't have the data of this OBC,

07:36 the number, we cannot do it. Report submitted and they asked Census Commissioner that you

07:45 provide us the data when we go for the next census. Another committee was formed under

07:53 the leadership of Manmohan Singh Sahab, Kidambaram and Pawar Sahab, they were also the members

08:00 of the committee. Same thing happened. They said, yes, these people should be given financial

08:08 help, their houses, their health problems, their education, their jobs and number of

08:15 things. But we don't have data. Same thing they also asked Census Commissioner, please

08:23 you provide us the data. So, not only for the political reason but for all these reasons,

08:36 day to day problems OBC is facing, their women, they are very much doing hard work, they are

08:47 in the farms, don't have education, don't have good health, number of all these things

08:56 you know, as the other people they are also suffering from. So, we want that data to collect

09:06 and tell the Union Government and State Government, look, now here is the empirical data, here

09:12 is the number, now you provide the funds. That is the main problem.

09:18 So, you are saying that this is not merely just a political issue but this is also a

09:23 must issue to empower and to improve the condition of the OBC.
