03:21 We have been waiting for a long time, that the rights of women will be given to this Parliament.
03:31 It took a long time, but our faith was in our current Prime Minister.
03:36 Whenever I spoke on behalf of the party in the Sadan, when my leader, Ramlal Paswan was alive,
03:42 we always talked about the Women Reservation Bill.
03:47 I am happy that this Bill has been presented in a strong form, as a Women's Power Bill.
03:54 There will be a discussion on this, both the parties will have their say, but in the end,
03:59 I hope that this Bill is passed unanimously, so that women get their rights.
04:04 The NDA government is about to be 10 years old.
04:07 If it had been done earlier, then in the 2024 Parliament Election, women would have had a chance to participate in a large number.
04:17 But it is late, it is right, it is a good thing.
04:20 And this was started by Rajiv Gandhi, when he started 33% reservation in the Panchayat.
04:29 I am sure that this decision will be passed, and it will play a role in making important decisions for women.
04:39 It is good that this will be a very important step in the development of the country.
04:45 What will be the benefits of Women's Reservation and the Kashmir Assembly Parliament?
04:49 Women's Reservation will be beneficial everywhere, so it is not a matter of one place.
04:55 Women will get reservation everywhere, because the women are the last in line.
05:01 So, until women get a role in the decisions, and that role will be given only when women will come to the Assembly and Parliament.
05:09 What about it? Let it come. Amongst us, who opposes it?
05:14 We have implemented it here at the levels that was appropriate for us, in the Panchayats and local bodies.
05:22 And we did it much before the Government of India, much before 5th August 2019.
05:28 We have never been opposed to the process of reservation, so that women get their rightful place in the decision making of this country. Do it!
05:38 When you are making a law, so that there is representation in it, for those who do not have representation,
05:44 you see that till now, there have been 17 Lok Sabha elections in India, and out of them, 8,992 MPs have been elected.
05:57 Out of which, Muslims are only 520, which is a 50% deficit.
06:02 Out of those 520, I think there are a handful of Muslim women.
06:07 So, where are you giving representation? Who should you give representation to?
06:10 Those who do not have representation, they should get representation.
06:14 So, the biggest deficit in this bill is that there is no quota for OBC women and Muslim women.
06:21 That is why we are against this bill.
06:23 The reservation bill had been promised by this BJP before the 2014 elections.
06:30 Nine years have passed, they have not implemented that promise.
06:33 Now, in the flag end of their second term, they have brought this bill.
06:40 And what is this bill? It just ensures that in fact, women are going to be deprived till the next census, till the next delimitation exercise.
06:50 In other words, in the 2024 elections and in the constitution of the 18th Lok Sabha, we will not have one third women in parliament.
07:05 We will not have one third women in many of the state assemblies because this delayed action by the Modi government has resulted once again in ensuring inequality for women for the next so many years.
07:26 Look, this has been a 30 year struggle. Our constitution had promised equality.
07:31 But, equality was not shown for women.
07:34 Baba Sahib Ambedkar had shown equality in our constitution.
07:37 In many developed nations, like America, Europe, women have fought for equality.
07:44 We had got these rights. But, we were deprived of these rights. That is why this bill was necessary.
07:49 Rajiv Gandhi had a complete majority government. He took the biggest step of giving 33% reservation to local governments.
07:55 This reservation was in the manifesto of the BJP nine and a half years ago.
08:00 Many parties have reminded him of the promise. It is coming after nine and a half years.
08:05 Although it has come late, I hope it will be implemented immediately.
08:08 But, it is written in the bill that delimitation exercise will be done.
08:12 It will not be implemented immediately.
08:15 When delimitation exercise is done, then only this reservation will be implemented.
08:18 That means, till 2029, this reservation cannot be implemented.
08:22 So, you have opened the doors. But, there is still no entry for women in the doors.
08:27 I am happy. It is stable. It is in Lok Sabha already.
08:30 I believe the BAC will give some time for discussion for tomorrow's session.
08:35 After the discussion, we are really hoping that it will pass in Lok Sabha tomorrow itself.
08:40 And, go to Rajya Sabha as soon as possible. And, then get passed in this session itself.
08:45 So, whatever I was expressing yesterday, that worry has come true.
08:50 Because, before introducing it in the Rajya Sabha, consensus of various parties,
08:55 stretching out a hand of friendship to various parties by the ruling government is essential.
09:01 And, I hope government will come forward to do that.
09:04 And, the floor management, hopefully, will go uninterruptedly.
09:07 And, hopefully, it will get passed. We are just fingers crossed.
09:09 But, very, very happy it is introduced.
09:11 Because, today there are 82 women MPs, I believe, all of them put together.
09:16 Or, more actually, 74 plus. If we include Rajya Sabha, it is around 102.
09:21 But, only in Lok Sabha, once the bill is passed, 181 women MPs will come in.
09:28 So, it will add new energy to the Lok Sabha, new energy to the nation.
09:32 And, new energy to become a progressing nation. So, I am very, very happy.
09:37 Hopefully, all of that will go peacefully and uninterruptedly.
09:41 See, naturally, when
 First of all, I congratulate Honorable Prime Minister and his Cabinet
09:46 for taking up such a revolutionary decision, which will have far more better ways
09:55 to build new India or a new Bharat, whatever is the usage.
09:58 The Amrit Kaal, this is one of the strongest foundations for building up India in Amrit Kaal.
10:05 It is a revolutionary decision. I congratulate him.
10:08 Secondly, as far as credit is concerned, whenever some revolution things happen,
10:13 people try to take credit. Success has many fathers. Failure is often.
10:18 See, all these people who are taking, trying to take credit, they were in power for 10 years.
10:23 Why they didn't do it? Why they didn't do it?
10:26 And, as far as Congress is concerned, last two manifestos, they are not even bothered to mention it.
10:32 So, this is the
 just a political gimmick this Congress wanted to show,
10:38 because even though it was passed in Rajya Sabha, Lok Sabha, they didn't do it.
10:41 So, always the Congress was not committed for a revolution.
10:45 They are trying to take political brownie points by talking about it.
10:50 But here, our Prime Minister has not talked about it, has brought in a decision,
10:54 and we are sure that it is going to be passed in Rajya Sabha and Lok Sabha.
10:58 Ultimately, it will become law of the land.
