00:00 North Korean leader Kim Jong-un and Russia's defense minister discussed practical issues
00:08 to boost military cooperation, state media said on Sunday, in what Pyongyang calls a
00:12 fresh heyday for bilateral relations.
00:14 During his visit to Russia, Kim inspected Russian nuclear-capable strategic bombers,
00:19 hypersonic missiles and warships on Saturday, accompanied by Russian Defense Minister Sergei
00:24 Shoigu.
00:25 This comes as Kim continued a visit to Russia's Far East that has raised concerns about an
00:30 armed alliance that would fuel Moscow's war on Ukraine.
00:33 Kim and Shoigu also exchanged their constructive opinions on the practical issues arising in
00:37 further strengthening the strategic and tactical coordination, cooperation and mutual exchange
00:42 between the armed forces of the two countries and in the fields of their national defense
00:46 and security.
00:47 Continuing his now week-long train journey, Kim will now go to several food enterprises.
00:53 The trip by the North Korean leader, who seldom leaves his country, comes as a fresh heyday
00:57 of friendship and solidarity, and cooperation is being opened up in the history of the development
01:02 of the relations between the DPRK and Russia, the KCNA news agency said.
01:07 On Wednesday, Kim met Russian President Vladimir Putin and discussed military matters, the
01:12 ongoing war in Ukraine and deepening cooperation.
01:15 The United States has expressed concerns over the warming military ties between North Korea
01:20 and Russia.
01:21 Russia has gone out of its way to publicize Kim's visit, dropping repeated hints about
01:26 the prospect of military cooperation with North Korea, a country formed in 1948 with
01:32 the backing of the Soviet Union.
01:35 The United States and its allies worry about warming military ties between the two neighbors
01:40 as Russia continues its invasion of Ukraine and North Korea proceeds with missile and
01:45 nuclear development.
01:46 US and South Korean officials have said North Korea could provide badly needed munitions
01:53 for Putin's war on Ukraine in exchange for sophisticated Russian weapons technology that
01:59 would advance Mr. Kim's nuclear ambitions.
02:02 They added that the military cooperation between North Korea and Russia would violate UN sanctions
02:08 against Pyongyang and that the allies would ensure there was a price to pay.
02:12 While his predominant focus is on military cooperation, Mr. Kim also appears to be using
02:18 his trip to encourage broader exchanges between the countries as he tries to break out of
02:24 diplomatic isolation.
02:26 The governor of Russia's Primorye region, which includes Vladivostok, said he plans
02:31 to meet with Mr. Kim on Sunday.
02:34 Governor Oleg Kozmyako said on his messaging app channel they would discuss exchange programs
02:39 for school children to attend summer camps in one another's country and other ways to
02:44 cooperate in sports, tourism and culture.
02:48 Mr. Kim's visit to military and technology sites this week possibly hint at what he wants
02:53 from Russia, perhaps in exchange for supplying munitions to refill Putin's declining reserves
02:58 as his invasion of Ukraine becomes a drawn-out war of attrition.
03:03 Mr. Kim's meeting with Mr. Putin was held at Russia's main spaceport, a location that
03:07 pointed to his desire for Russian assistance in his efforts to acquire space-based reconnaissance
03:13 assets and missile technologies.
03:16 Experts have said potential military cooperation between the countries could include efforts
03:20 to modernize North Korea's outdated air force, which relies on warplanes sent from the Soviet
03:26 Union in the 1980s.
03:28 Mr. Kim in recent months has also refocused on strengthening the country's navy, which
03:33 analysts say could be driven by ambitions to obtain Russia's sophisticated technologies
03:38 for ballistic missile submarines and nuclear-propelled submarines, as well as to initiate joint naval
03:44 exercises between Russia and North Korea.
