00:00 To solve the ongoing online text scams, the Department of Information and Communications Technology or DICT is raising P300 million in confidential funds for 2024.

00:30 There are texts that they are winning bonuses and rewards and they need to go to the website link provided.

00:41 It's better if we can identify who are the ones who are sending those text messages.
00:48 The Department of Information and Communications Technology or DICT has stated that it is not easy.
00:54 And to increase their ability to catch those behind online text scams, the DICT is asking for P300 million in confidential funds for 2024.

01:10 There are many ways that scammers use in order to avoid detection.
01:16 The confidential fund is essential in order to conduct intel and investigation in order to go after these criminals.
01:27 According to Senate Public Services Chair and SIM Registration Act Sponsor Senator Grace Poe,
01:32 DICT is the fourth highest confidential fund in the agencies.
01:37 They should prove that they need this first.
01:40 They should also make a decision to recommend their budget request in the plenary.
01:46 The Senator knows that the government needs to strengthen its grip on scams and cybercriminals.
01:52 But they need to study if DICT has the ability to spend this budget.
01:58 The country is being guided by the confidential funds requested by DICT.
02:02 All confidential funds should be audited by COA, which is provided by the government agencies.
02:09 According to GMA Integrated News Research, more government civilian agencies are asking for confidential funds under the proposed 2024 budget.
