00:00 And the honorable delegation that came with you and through
00:13 all of you, we send greetings back to our brothers and
00:19 sisters back in Congo.
00:23 Mr. President, we are honored to have you here
00:30 during this visit.
00:32 And as has been said, the good relationship between our two
00:41 countries speaks for itself, and we will continue to do so
00:49 through action and results based on what has also been stated to
01:03 us that is going on over the last weeks and months, and
01:13 looking forward to good results.
01:17 We are pleased that you visited us at this time.
01:27 You found time despite many things you are dealing with,
01:34 and we are very happy to be presented with an opportunity
01:43 to honor you, Mr. President, for the reasons that have already
01:51 been stated.
01:57 Not only matters to do with our bilateral relations and the
02:04 closeness of our two countries, but also the engagement and your
02:14 efforts across our continent for peace, stability, and
02:22 prosperity of the people of this continent.
02:29 We want to see more interactions, beginning with
02:36 our two countries, but we want to see our two countries thrive
02:42 and interact more with the people of our continent.
02:49 And we already have progress in the area of African continental
02:59 free trade area.
03:01 We want to make that work.
03:06 We want Rwanda and Congo to be in the lead of making this
03:12 progress work for our continent.
03:25 I will not go through the details of projects again that
03:30 have already been mentioned, but these were just stated for us to
03:35 make sure that our collaborators work more closely together and
03:46 put more energy into it.
03:48 And we see accelerated progress that we desire to have.
03:56 Let me, therefore, welcome you once again, Mr. President, and
04:07 assure you that this is a moment we have cherished.
04:15 And we will build on it going forward.
04:21 And you will see us more in Congo-Brazzaville.
04:30 We wish to see you more.
04:39 You, I mean you, President, but also the people of Congo.
04:45 We should -- both people in Congo and Rwanda, when they are
04:51 visiting each other, they should feel at home.
05:07 Once again, all the best to you, and best wishes through you to
05:13 the people of Congo.
05:16 Thank you very much.

21:15 These visits stem from the desire for the people of Congo
21:21 and the people of Rwanda, led by the leaders present here,
21:37 both of us, to work together.
21:43 And these visits make the distance between Rwanda and Congo very short.
21:57 It compresses the distance.
22:01 And it means that being example, that's how we want Africa
22:09 and the countries on our continent to relate to one another as well
22:17 and as one people across the continent.
22:21 But it is not just the visits.
22:25 We want the visits to be built on working together on tangible
22:37 foundation, actions, and results that we can see when people are investing
22:49 in each other's countries, and if we do business with each other,
23:03 and if we see development on both sides of Congo and Rwanda,
23:11 coming up and going beyond our own borders,
23:21 the two visits are just about that.
23:25 They are about creating first the connection of the two countries,
23:29 but connect with the rest of the continent and allow the rest of the continent
23:35 to connect with us through different means.
23:41 And it means we are there for each other.
23:45 When there is any problem in one country, we can work together to address it.
23:57 If it is in another, the same thing.
24:01 That's how really people should be living together.
24:10 We shouldn't allow these artificial barriers to prevent people
24:23 from doing what they should be doing for themselves.
24:28 So I think the message is clear.
24:33 It has been clear for a long time.
24:36 We shouldn't just--and I agree entirely with the President--
24:42 that we shouldn't just be talking and saying nice things,
24:50 but we should see good results from the very things we intend to do
24:57 or we say we want to do.
25:00 That's when we should have given the meaning to that interaction
25:09 and the crossing of bridges to either Congo or Rwanda.
25:21 Thank you, Mr. President.
25:22 We'll now take a question.
25:23 Thank you.
25:24 My name is Philbir Girinema.
25:25 I work for EGA.
25:26 Your Excellency, my question goes to you, Your Excellency President Paul Kagame
25:31 and President Griswold.
25:34 Referring to the speech made by Minister Denis Christelle,
25:39 Rwanda and the Republic of Congo have committed to a series of agreements
25:44 to invest in each other's key sectors.
25:48 However, many criticize this intra-African investment,
25:54 saying that it's unreliable and exploitative.
25:59 I would love to hear from you, Your Excellencies,
26:03 what you say to those critics.
26:06 Thank you very much.
26:07 Well, these are people who don't understand
26:27 what we're saying about the construction of Africa.
26:33 They don't understand anything.
26:37 The agreements that have just been presented are so clear.
26:50 It's about the development of the agricultural sector.
27:01 It's about the development of the industrial sector,
27:06 that is, the possibility that is given to Africa to produce goods in Africa
27:15 instead of going to the other side of the world to get them.
27:19 It's about the development of goods and services in Africa,
27:26 transforming our own raw materials in Africa,
27:38 developing the mining sector,
27:41 and developing it in the event of a failure.
27:50 I don't see how a real African can say that it's not viable.
28:10 How? They criticize that it's not viable.
28:18 So, these are people who don't understand.
28:21 We will always explain to them.
28:23 Everyone can't understand at the same time.
28:27 We will continue to explain,
28:31 but at our level, things are very clear.
28:37 It fits in with the idea that we have the construction of Africa together.
28:45 If there are people who think that we are together,
28:49 we will explain it to them.
28:51 They will end up understanding.
28:53 First, it has to be concrete.
28:56 Maybe when they see the results,
28:59 they will understand that these are credible projects.
29:05 So, we ask our collaborators to go to the results.
29:10 At this point, everyone understands.
29:12 Thank you very much.
29:15 I would like to add a little bit to what the President has said,
29:21 but I think he has said all that needed to be said.
29:26 I had the same problem of understanding what the question meant.
29:33 But without wasting time,
29:38 we shall invite the critics to accompany us on this journey.
29:45 I will pay them their ticket.
29:48 I will pay for that.
29:52 They can keep following to see the meaning, the viability of what we are trying to do together, the two countries.
30:13 The only problem is that we haven't gone far yet.
30:22 We just have a lot of work before us to do.
30:26 We should get down to work and then give the critics something to talk about that is there,
30:38 but not criticize something that hasn't even happened.
30:43 I think the journalists and the critics are doing their job.
30:54 Let's do our job too.
30:57 Thank you.
30:59 Thank you, Excellency.
31:01 President, my name is Jean-Pierre Cagavaux.
31:03 I am a journalist for the Rwandan television.
31:06 I would like to ask a question about the security challenges you mentioned.
31:13 But allow me to ask this question.
31:16 What is the state of cooperation between the Republic of Congo and Rwanda?
31:22 Are you satisfied?
31:24 What can we do to make it better?
31:26 Thank you.
31:28 I am satisfied because the orientation is clear.
31:36 First, we need clear ideas.
31:39 I am satisfied because we have given clear guidelines.
31:46 We have identified clear projects.
31:53 We have signed clear agreements that do not allow any fallacious interpretation.
32:04 The agreements are clear.
32:07 Certain projects are identified.
32:11 I always say that the longest journey always starts with the first step.
32:19 We have already identified a number of projects.
32:24 We need to execute them.
32:27 Then we will evaluate them.
32:30 Personally, I am confident.
32:34 I am confident.
32:36 If, as we say, our collaborators at all levels commit and try to implement some projects,
32:48 we will see results.
32:50 I have no doubt about that.
32:53 Thank you very much.
32:56 [Applause]
