00:28 We have renewed hope in giving the best to our next batches of students,

00:32 especially the 28.4 million learners who return to school this year.

00:37 Learning recovery will be at the forefront of our education agenda.

00:43 The Matatag Agenda for Basic Education has been launched,

00:46 focusing on relevance of curriculum, rapid and responsive delivery,

00:52 and the welfare of both learners and teachers.

00:56 We are augmenting as well our school workforce.

00:59 Ninety percent of the newly created teaching positions have now been filled,

01:03 while additional administrative personnel have been hired

01:07 to unburden the teachers of any extra load.

01:11 Taking to heart the lessons of the pandemic,

01:14 alternative delivery modes and blended learning methodologies

01:17 have been adopted to ensure unhampered learning.

01:21 Additional social safety nets, such as school-based feeding programs,

01:25 are also being implemented.

01:27 Learners will be made more resilient.

01:29 Our public schools and facilities are being increased and fortified.

01:34 The shortage of classrooms and facilities is being addressed.

01:37 Aside from new construction,

01:39 schools and facilities are being retrofitted to become ready for the future,

01:43 ready for hybrid and high-tech learning,

01:46 and also climate-ready and disaster-proof.

01:53 Through the Deaf-Ed Partnership Assistance Portal,

01:56 private sector partners continue their assistance in the rehabilitation

02:00 and improvement of schools

02:02 as part of their corporate social responsibility programs.

02:06 We are recalibrating the K-10 curriculum

02:09 to ensure that it is always relevant, responsive,

02:13 and at par with international standards.

02:21 Literacy and numeracy skills need to be strengthened.

02:25 The virtue of good citizenship and sense of community

02:28 are also now integrated into our curriculum.

02:31 We continue to exhaust all efforts to keep our young people away

02:35 from the sinister influences in the dark corners of society.

02:40 We are making available to them their participation in formal schooling,

02:44 alternative learning, non-diploma courses,

02:47 or in technical vocational education and training, or TVET.

02:52 TVET continues to prove itself to be an empowering educational intervention.

02:57 There are many examples of how its graduates

03:00 have gone on to secure competitive technical jobs.

03:03 Since last year, more than a million Filipinos graduated from the TVET,

03:09 one-third of whom were TESDA scholars.

03:13 More and more of our higher education institutions...

03:19 More and more of our higher education institutions

03:22 have reached world-class status.

03:25 This year, 52 Philippine HEIs have been included

03:30 in the World University's rankings compared to just 15 last year.

03:40 We will not let a student's financial constraints

03:43 be an hindrance to his or her education.

03:47 We have activated social safety nets,

03:49 such as skills development training and youth employment programs.

03:53 Tertiary education in state universities and colleges

03:57 will remain free for our qualified students.

04:05 Last year, out of the 4.1 million enrolled college students,

04:10 almost 50% were beneficiaries of the country's free higher education

04:15 under the Universal Access to Quality Tertiary Education Program.

04:20 Deserving and talented students

04:23 without the financial capacity to attend school

04:26 will not be left behind in this education agenda.
