Latvia's long-serving foreign minister Edgars Rinkevics makes a speech in Parliament as he is officially sworn in as president, becoming the first openly gay head of state of this European Union nation. He was elected at the end of May to replace incumbent Egils Levits. Latvia's president is selected by lawmakers and is a largely ceremonial role.
