On the South Bank, the whole district was threatened with commercial reconstruction.

In the last year before the election, London had become a political issue.

As far as the Tories were concerned, London's self-government should be restricted

to a number of inimical local bodies as it was in the 19th century,

while the real power in the capital was carved up between themselves and their friends in the city.

It was the evening before polling day.
