The senior police officer who issued the order for former liberal staffer Bruce Lehrmann to be charged has conceded if he'd waited for the normal process Brittany Higgins counselling notes and other sensitive material would not have been sent with the brief to Mr Lehrmann's lawyers. Commander Michael Chew has told an inquiry he thought so many others had seen the brief someone would have picked it up.
