Chancellor of the Exchequer Nadhim Zahawi says "nothing is off the table" when it comes to helping people with energy bills but says all help must be "targeted" to ensure effective support. He promises to make sure that "every pound is stretched as far as we can make it" while also explaining that more help with the cost of living will be offered in December and January.
