Victorian opposition says it will ditch the Suburban Rail Loop and invest in health if elected

The November state election could become a referendum on the suburban rail loop, after the opposition vowed to shelve the 35-billion dollar project, and divert billions to the ailing health system. But the government says it's a desperate act to shift attention from the Liberal party's own dramas.
