Who is responsible for Delhi-Mundka fire incident?

Delhi witnessed a horrifying and breath-taking incident when a a massive fire broke out at a three-storey commercial building near Mundka metro station in west Delhi. As many as 27 people died in the incident while over 50 people have been rescued from the building.
