U.S. President Joe Biden said Vladimir Putin was a "war criminal" who launched Russia's invasion of Ukraine, the harshest condemnation of Putin's actions by U.S. officials.

"He was a war criminal," Biden told reporters at the White House.

White House press secretary Jen Psaki said the president spoke "from the heart" after seeing television footage showing "the brutality of a brutal dictator invading a foreign country."

The White House has previously hesitated to declare Putin's actions a war criminal because it's a legal term to study.

Kremlin spokesman Dmitry Peskov said Mr Biden's remarks were "unacceptable and inexcusable."

The U.S. president also announced $800 million in new aid to Ukraine, including 800 Stinger air defense systems, 100 grenade launchers and an unspecified number of drones.
