Defence Sec: Russian invasion not going to plan, not on time

Defence Secretary Ben Wallace explains incorrect "planning assumptions" that the Russian forces would be greeted with "open arms" have meant their advance into Ukraine is "not going to plan and not on time". He says "every hour counts" and though Ukrainians are pushing the Russians back, Russian president Putin's "regard for human life" is lacking and he could instigate "greater violence".
