By recognizing the two Ukrainian provinces of Luhansk and Donetsk as independent countries, Putin has in a way signed an order to attack Ukraine. Donbas is an area in the eastern part of Ukraine, in this region, there are two provinces - Luhansk and Donetsk which have been occupied since 2014 by Russian-backed separatists who have declared these two provinces which Ukraine does not recognize.
