This comes despite claims from Russia that the troops have been removed. Biden said there are 'no plans' to call Putin, reported AFP. The US Embassy Kyiv tweeted, “Russia's shelling of Stanytsia Luhanska in Ukrainian government-controlled territory in Donbas hit a kindergarten, injured two teachers, and knocked out power in the village.” The State Department confirmed that Bart Gorman, the deputy chief of mission, was expelled, reported Business Insider.
