Social sector schemes such as rural electrification, MGNREGA, healthcare, education and skill training may find mention in the Budget but government is unlikely to expand budgetary allocation by a lot.
In the last few years the share of the expenditures on social services rose from 6.6 percent of the GDP in 2013–14 to just 7.3 percent in 2018–19. India spends about only a quarter of its total expenditure on social services.
The economic survey has already laid the ground for cuts in National Food Security budget. It also emphasised that to ensure sustainability of food security operations in the country, the issue of a burgeoning food subsidy bill needs to be addressed.
The government, however, did show intentions to expand scope of both National Food Security Act and PM-Kisan scheme to include more beneficiaries.
With disbursements under the PM-Kisan scheme to farmers being less than the budgeted amount, the Budget may see measures to get states to onboard more eligible farmers under the scheme.
However, all such measures would come at the cost of fiscal slippage. The Economic Survey for 2019-20, released on Friday, has already laid the ground by suggesting to the government to keep the focus on reviving growth and letting go of fiscal discipline a bit.
