Following the death of 13 civilians allegedly gunned down by security forces, during counter-insurgency operations, reportedly in a case of mistaken identity, in Nagaland's Mon district on 4 December, Nagaland Chief Minister Neiphiu Rio has appealed to the Government of India to revoke the Armed Forces Special Powers Act (AFSPA).
