Residents and councillors have hit out at loopholes that've allowed Non-UK drivers to avoid speeding fines on Operation Brock.

Exclusive figures obtained by KMTV have found more than 4500 motorists were penalised while the contraflow in place.

However police were unable to prosecute foreign motorists because the penalties have no legal basis outside of the UK.
