Victoria's Premier Daniel Andrews says he's never engaged in branch stacking or broken Labor party rules as the second day of corruption hearings into the Victorian Labor party wraps up in Melbourne. Mr Andrews yesterday lost his fourth minister to allegations of branch stacking.
