South Australia's ICAC head has warned that until state MPs are covered by a Code of Conduct, it'll be difficult to investigate claims of misconduct levelled against them. Ann Vanstone says that's because of contentious law changes which passed parliament last week. And it's unclear exactly when a Code will be in place.
