Travis Womack of A Pyro Design creates what he calls spinnermations, which are fidget spinners that create the illusion of characters moving. He adds cartoon or anime characters to them using a concept similar to phenakistoscope. This creates the illusion the still characters are moving when he films the gadget spinning.
