PNP ready to arrest barangay chairmen over mass gatherings

The President says barangay leaders will be the first ones to be arrested if they fail to prevent mass gatherings in their areas. But he also wants to make sure guest will not be off the hook. The Philippine National Police says it is ready to implement the President's orders.
