Car With Snowy Windshield on Wrong Side of Road

Occurred on April 16, 2020 / Ithaca, New York, USA
Info from Licensor: A car driving on the wrong side of the road at over 40mph, windshield pretty obstructed by snow, didn't react to me honking at them, at least two cars following behind me also had to move out of the way. Called the police to report all the information I had but I don't think they were able to locate the person."
