The Philippines' Southeast Asian Games committee defended its logistical lapses on Wednesday, citing a delayed budget as the reason for the Games' mishaps.
They said they only had eight months to construct new buildings and refurbish old ones after the budget for the games, amounting to almost US$118mil, along with the national budget was only passed April.
