National People's Congress (NPC) Standing Committee vice-chairman Wang Chen on Friday explained the legislative procedures and principles of a draft bill on establishing and improving the legal system and enforcement mechanisms for the Hong Kong Special Administrative Region (HKSAR) to safeguard national security.

The draft bill was submitted to the NPC, the highest legislatative organ, for deliberation, and this has caused outrage among some social activists and lawmakers in Hong Kong who claim that it will erode the city’s freedom.

The NPC meeting runs from May 22 to 28.
