Japanese police said they are investigating eight men found on Japan’s northern coast who say they are from North Korea and washed ashore after their boat broke down.
Japan's Chief Cabinet Secretary Yoshihide Suga said the possibility the men were spies had been ruled out, and said authorities were handling the matter carefully.
