Homes of animals submerged along with humans in flood

Bihar gets flooded every year. Floods bring destruction along with them. Every time this question also arises why the Bihar government is so careless. The flood water then returns. But there is no answer to this question. Animals are also falling prey to this devastation in the National Park in Assam.
