Late on a quiet Sunday night in Dindoli, a locality in the Gujarati city of Surat, a young man washes a sidewalk with a hose. He drops the tube to move a food cart. Water continues to gush out into a small puddle beneath his feet. Others joined him. The men lug the cart, which appears to be made of metal, away from the road.
