The Union Cabinet on Wednesday approved the Surrogacy (Regulation) Bill, 2020, which allows any "willing" woman to be a surrogate mother and proposes that widows and divorced women can also benefit from its provisions, besides infertile Indian couples. The bill incorporates all recommendations made by a Rajya Sabha select committee, which studied an earlier version of the draft legislation, and is aimed at banning commercial surrogacy and allowing altruistic surrogacy, Union minister Prakash Javadekar told reporters. His Cabinet colleague Smriti Irani said the bill proposes that only Indian couples, with both partners being of Indian origins, can opt for surrogacy in the country.

केंद्रीय कैबिनेट ने बुधवार को सरोगेसी रेगुलेशन बिल 2020 के मसौदे को मंजूरी दे दी। प्रस्तावित बिल के मुताबिक, कोई भी महिला अपनी इच्छा से सरोगेट मां बन सकेगी। निसंतान जोड़ों के अलावा विधवा और तलाकशुदा महिलाओं को भी इसका फायदा मिलेगा। केंद्रीय मंत्री प्रकाश जावड़ेकर ने बुधवार को कहा- नए बिल के मसौदे में राज्य सभा की सिलेक्ट कमेटी की सभी सिफारिशों को शामिल किया गया है। कमेटी ने सरोगेसी बिल के पुराने ड्राफ्ट का अध्ययन करके किराए की कोख के व्यापार पर प्रतिबंध लगाने की बात कही थी। इसके साथ ही नए बिल में इसे नैतिक रूप देने की बात कही गई थी ।
