Former U.S. Forces Korea Commander General Vincent Brooks, at a seminar in Seoul hosted by the Association of the Republic of Korea Army,... said Tuesday the South Korean government faces the big dilemma of maintaining a balance... between pursuing a self-reliant defense posture and increasing cooperation with its ally, the U.S.
He said although the process of transferring wartime operational control from Washington to Seoul is in motion... South Korea should not neglect the values associated with the alliance.
Brooks said the U.S. forces stationed in the region are being scaled down... and instead are being improved through specialization.
