SolGen to defend DAP before SC

MANILA - The Office of the Solicitor General is set to defend the constitutionality of President Aquino’s Disbursement Acceleration Program (DAP) at the continuation of Supreme Court oral arguments on the petitions seeking to scrap the program. The SC has received nine petitions questioning the legality of the DAP. Petitioners have said the DAP is unconstitutional since it allows the disbursement of public funds without any appropriation made. They said the DAP also allows the transfer of funds between government department, which is disallowed by the Constitution. The High Court earlier scrapped the SolGen's petition to reschedule the oral arguments to give it more time to submit documents. A ANC DATELINE PHILIPPINES, January 28, 2014
