MANILA - Malacañang has released the appointment papers of former Senator Panfilo Lacson as head of efforts to rehabilitate areas devastated by typhoon "Yolanda." Lacson is now presidential assistant for rehabilitation and recovery with the rank of Cabinet secretary. The President also appointed Danilo Antonio as undersecretary to help Lacson.
