Belmonte backs limit on PNoy's discretion over Malampaya

MANILA -- House Speaker Sonny Belmonte backs proposals to limit the President's discretion over the Malampaya funds. He said he is optimistic the House majority will also support the move. There have been proposals to amend Presidential Decree 910 which earmarks earnings from the exploration of the country's oil and gas resources for energy-related projects. Belmonte said no less than President Aquino had expressed the need to qualify presidential discretion over the funds.
